History
On May 19, 2005, the property received approval as per Ordinance No 2031-05 to rezone the land from R-3 Residential to a Residential Planned Unit Development (RPUD) for a mixed use development consisting of 84 units in 2 (two) four-story buildings and a 5,100 square foot office building. The timetable for development for the approval is now expired.
Local Planning Agency (LPA)
On February 11, 2021, the Local Planning Agency conditionally approved a Major amendment to the Central Parkway Lofts project for five (5) 4-Story buildings with 196 units. Approval conditions included a request to reduce density from 29.47 dwelling units per acre to 24 DU/ac, and a request to provide parking at 1.6 spaces per unit and crosswalks with mature landscaping at S.E. Central Parkway's median.
City Commission (First Reading)
On March 8, 2021, at First Reading, the City Commission conditionally approved (3-2) the Central Parkway lofts project, provided that the workforce housing units be provided without a 10-year sunset and remain in perpetuity.
Changes since (First Reading)
The applicant has made the following changes to the Site Plan since First Reading:
1. Building 5 (five) has been removed from the site plan, leaving only 4 (four) buildings, reducing the total number of dwelling units from 196 to 172 and the density from 29.47 Du/ac to 25.86 Du/ac. The Comprehensive Plan allows up to 11.62 dwelling units per acre by right for the Office/Residential Land Use Category and up to 30 DU/acre with City Commission approval.
2. Increased Open Space from 27% to 32% of the site which exceeds the 30% PUD Open Space requirement. (resulting from removal of building 5)
3. Increased parking from 299 to 303 parking spaces (reduction of parking requirements with the removal of building 5) raising the ratio from 1.3 to 1.76 spaces per unit.
4. The median on Central Parkway has been modified to allow for left turns thus eliminating the need for U-turns.
Project Description (Second Reading) The Master Site Plan has been redesigned for 172 multi- family apartments within 4-four-story apartment buildings. A fifth building was removed since First Reading and replaced with a community lawn, tot lot splash pad, pickle-ball court, a pavilion/grill area and an 800 sq. ft. maintenance building Additional amenities remain including on street drainage strategically placed to enhance the storm water aspect of the project and a two-way central street. The 60-foot wide streetscape consisting of two-way aisle paver street, parallel parking, a continuous green space with trees, sidewalk and more green-space at the building’s footprint, creating a pedestrian friendly one level (no raised curbing) experience.
