RESOLUTION No. 40-2021; A RESOLUTION OF THE CITY OF STUART, FLORIDA, TO ADOPT THE FOUR-FACTOR ANALYSIS AND LANGUAGE ACCESS PLAN FOR THE IMPLEMENTATION OF THE CDBG GRANT PROGRAM; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Summary Explanation/Background Information on Agenda Request:
The City also applied for the CDBG COVID grant in the amount of $4,687,000 to purchase and rehabilitate a property located at 720 SE Martin Luther King Jr. Blvd for training and entrepreneur center for citizens affected by COVID.
Attached is a CDBG policy that is required to be adopted by the City prior to the grant award. Below is a summary of the policy.
Four Factor Analysis/Language Access Plan (LAP) for Limited English Proficiency (LEP) persons - As recipients of CDBG COVID funds, subgrantees (the City) have an obligation to reduce language barriers that can preclude meaningful access by Limited English Proficient (LEP) persons to important government programs, services, and activities. Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000(d) and its implementing regulations require that recipients take responsible steps to ensure meaningful access by LEP persons.
