RESOLUTION No. 15-2021; A RESOLUTION OF THE CITY OF STUART, FLORIDA, ADOPTING A POLICY FOR THE PROTECTION OF INDIVIDUALS ENGAGING IN NON-VIOLENT CIVIL RIGHTS DEMONSTRATIONS, REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Summary Explanation/Background Information on Agenda Request:
The City of Stuart applied to the Florida Department of Economic Opportunity for the Small Cities Community Development Block Grant (CDBG) in the amount of $750,000 for the Housing Rehabilitation category in November 2020.
Attached is a CDBG policy that is required to be adopted by the City prior to the grant award. Below is a summary of the policy.
The Excessive Force Policy protects individuals engaging in non-violent civil rights demonstrations. Section 104 of the Housing and community Development Act of 1974 requires this policy be in place. It prohibits excessive force by law enforcement against persons engaged in peaceful civil rights demonstrations. The boiler plate language is required by the Small Cities CDBG program.
