RESOLUTION No. 14-2021; A RESOLUTION OF THE CITY OF STUART CITY COMMISSION OF THE CITY OF STUART, FLORIDA ADOPTING A COMMUNITY DEVELOPMENT BLOCK GRANT CITIZEN PARTICIPATION PLAN; REPEALING ALL PRIOR RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Summary Explanation/Background Information on Agenda Request:
The City of Stuart applied to the Florida Department of Economic Opportunity for the Small Cities Community Development Block Grant (CDBG) in the amount of $750,000 for the Housing Rehabilitation category in November 2020.
Attached is a CDBG policy that is required to be adopted by the City prior to the grant award. Below is a summary of the policy.
The Citizen Participation Plan and Grievance Policy are required to meet the Housing and Community Development Act of 1974 and Florida Rule 73C-23 requirements. The plan requires public hearings and related requirements, allows for a Citizen Advisory Task Force and related requirements, and addresses citizen complaints and how the City will respond to them. The boiler plate language is required by the Small Cities CDBG program.
