RESOLUTION No. 13-2021; A RESOLUTION OF THE CITY OF STUART CITY COMMISSION OF THE CITY OF STUART, FLORIDA ADOPTING A COMMUNITY DEVELOPMENT BLOCK GRANT CITIZEN ANTI-DISPLACEMENT POLICY; REPEALING ALL PRIOR RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Summary Explanation/Background Information on Agenda Request:
The City of Stuart applied to the Florida Department of Economic Opportunity for the Small Cities Community Development Block Grant (CDBG) in the amount of $750,000 for the Housing Rehabilitation category in November 2020.
Attached is a CDBG policy that is required to be adopted by the City prior to the grant award. Below is a summary of the policy.
The Anti-Displacement and Relocation Policy is required to comply with 24 CFR Part 570 and 49 CFR Part 24 including the Uniform Relocation Act. It lays out measures the City will take to avoid displacement of homeowners, and how the City will deal with temporary displacement due to home repairs, and permanent displacement under the Uniform Relocation Act. Voluntary and involuntary displacement are defined. The boiler plate language is required by the Small Cities CDBG Program.
