Summary Explanation/Background Information on Agenda Request:
The City of Stuart applied to the Florida Department of Economic Opportunity for the Small Cities Community Development Block Grant (CDBG) in the amount of $750,000 for the Housing Rehabilitation category in November 2020.
Attached is a CDBG policy that is required to be adopted by the City prior to the grant award. Below is a summary of the policy.
The CDBG Procurement Policy is required to meet the conditions of 2CFR 200 and Florida Statutes Chapters 255 and 287. CDBG specific procurement standards for micro purchase, small purchase, RFPs, bids and related matters are covered. In some cases, CDBG requirements are more stringent that the City general purchasing policy. The boiler plate language is a requirement of the Small Cities CDBG Program.
