RESOLUTION NUMBER 03-2021 CRA; A RESOLUTION OF THE BOARD OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF STUART, FLORIDA, AUTHORIZING BUDGET AMENDMENT #2 TO THE FY 2021 CRA BUDGET TO TRANSFER FUNDS FROM THE CRA FUND BALANCE TO ALLOCATE FOR THE SITE PLANNING AND DESIGN OF THE GUY DAVIS PARK IN THE AMOUNT OF $344,517; PROVIDING FOR CONFLICTS; SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE, AND FOR OTHER PURPOSES.
Summary Explanation/Background Information on Agenda Request:
The City, through the issuance of the Request for Proposal (RFP), solicited responses from interested parties for professional design and engineering services for the Guy Davis Community Park Improvements. The City received ten (10) proposals. The selection committee evaluated the proposals based on the firms’ qualifications, operational plan/task approach, previous jobs familiar to request, experience/past performance, and quality of submittal. The top 6 firms presented their vision ideas for the park with the selection committee. The presentation included a conceptual design, professional opinion/experience using synthetic turf verses grass fields and cost projection. Following the presentations, the selection committee collectively agreed the top ranked firm to be Calvin, Giordano & Associates (CGA), Inc.
On January 25, 2021, the City Commission authorized the City Staff to negotiate with the top-ranked firm, CGA, Inc. In preparation for the scope of work, City Staff provided some comments about the vision idea plan that was developed and presented by the CGA throughout the RFP process. The improvements will include:
- A new multipurpose field
- Grass fields for playing surfaces
- Previous parking lot
- Dual-facing stage for small and large performances
- Sail shade over the stage area
- Secondary ingress/egress into the park from Old Dixie Highway or SE 14th Street.
- Interactive aquatic play equipment such as misters and water features (no splash pad)
- Pour in play surfacing for existing playground
- Pavilions for picnic or birthday parties
- Restroom with storage space
- Walking/Jogging trail
- Event lawn area for food truck gathering space or green market
- Outdoor Fitness area/equipment
- Proposed improvements should provide connectivity to existing built out areas (e.g. concession stand, covered basketball court)
- Lighting for all areas in the park
- Landscape and irrigation
- Project identification signage
The scope of services will be provided in two phases. The first phase will include the development of the design plans to a Schematic Design level for accuracy that it can be achieved and provide Engineer’s Estimate of Probable Cost for the improvements. The Schematic Design package with the estimated probable cost will be presented at the Joint CRB/CRA/CC meeting before we proceed to the second phase. At this point, the City Staff will be looking for direction for alternative sources of funding to fund the second scope of services to develop the final engineering plans and construction of the project.
