On March 8, the City Commission unanimously approved Ordinance 2460-2021 Fourwinds @ St. Lucie Rezoning at First Reading. There have been no changes to the approval since then.
On February 11, the Local Planning Agency recommended approval (4-1) for the rezoning of two existing parcels from R-1 to R-2 for the Fourwinds @ St. Lucie property.
Mr. Thornberry, 265 S.E. St. Lucie Blvd. (neighbor) has appeared as an intervenor at first reading. The City sent Mr. Thornberry an email confirming the procedure for second reading. Mr. Thornberry responded by stating that he did not intend to submit any additional documents and further stated that he will not be attending the Second Reading.
The subject property is located south on the northeast corner of SE St. Lucie Boulevard and SE Fourwinds Drive. The property consists of two (2) parcels (.298) and (.448) acres with an existing single family home on each in the R-1 Single-Family General zoning district.
The applicant, is requesting a change to the Zoning Map designation from R-1 to R-2. The R-2 zoning district allows single family criteria and two family criteria. The (Single-family option) will allow five (5) single-family homes to be built on 50 foot wide lots. The (Two-family option) will allow three (3) two-family homes to be built on 75 foot wide lots upon application, review and final approval of building permits by the City's Development Department.
It is important to note the subject property (lots 14, 15, 16, 17 and 18) was originally platted as 50 foot wide lots. Also, Ordinance No. 2454-2020 provides minimum width for R-2 lots of 50 feet for the (Single-family option) only, which matches the underlying platted lots.
