Title of Item:

COMMUNITY PLANNING TECHNICAL ASSISTANCE GRANT (RC):

RESOLUTION No. 102-2020; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA AUTHORIZING THE CITY MANAGER TO ACCEPT AND TO SIGN THE GRANT AGREEMENT WITH THE DEPARTMENT OF ECONOMIC OPPORTUNITY FOR A COMMUNITY PLANNING TECHNICAL GRANT; AND AUTHORIZATION FOR $38,000 TO BE EXPENDED ON A REIMBURSABLE BASIS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

Summary Explanation/Background Information on Agenda Request:

The Florida Department of Economic Opportunity (FDEO) have awarded a $38,000 Community Planning Technical Assistance (CPTA) grant to the City for the purpose of creating an economic baseline and master-plan for the US-1 corridor south of the Roosevelt Bridge.

The focus of the grant on this section of US-1 is particularly important as it fulfills a number of economic and community planning needs within the City.
  1. Main transportation thoroughfare within the CRA.
  2. Diverse backbone of economic, employment and business activity.
  3. Buffer for the neighborhoods both east and west.

The economic and business functions of this corridor are under threat due to the impact of a changing retail market and COVID-19 constraints on business and community activity. A strategic community master-plan will assist in the continuation of the corridor as a main transportation link while at the same time protecting the local economy and neighborhood buffer function.

The strategy will identify and recommend potential amendments to the community redevelopment area plan and to the land development code as appropriate.

Staff are in discussion with the Treasure Coast Regional Planning Council with respect to the undertaking of this work.

Funding Source:

Reimbursable Grant expenses of $38,000 from Development Department Funding and budgeted in 2020-2021.

Recommended Action:

Recommend that the City Manager be authorized to accept the grant and sign the contract with FDEO.
