The City Commission unanimously approved the project on July 13, 2020 with a new legal description provided by the applicant's attorney and now is part of the ordinance. Also, condition No. 37 has also been updated changing the timetable for required platting to occur from 'prior to permitting' to 'prior to the applicant receiving a certificate of occupancy'.
The Local Planning Agency unanimously approved the project at its regularly scheduled meeting on June 18, 2020 with conditions that the applicant update the site plan with the following:
1. A 'no parking on grassed area' sign on the west side of building No. 3.
2. Widening of the crosswalk from five (5) feet to six (6) feet connecting building No.'s 1 & 2 with building No. 3
The applicant has made these revisions and staff has updated Exhibit D of the Ordinance.
The subject property consists of approximately 4.02 acres, and is a portion of a larger 11.4-acre CPUD, located on the south side of SE Market Place, east of the intersection with US Highway One. In 1998, the City Commission annexed the property (then known as Parcel #F21) and provided a Commercial Future Land Use designation and a CPUD zoning district. Since then, the property has remained undeveloped and vacant. The subject property is approximately 4.02 acres and is located on the eastern half of the original parcel. Marketplace at Stuart Condominium Assoc., Inc. now request a major PUD amendment to develop the aforementioned commercial parcel.
The applicant is proposing to adopt a site plan for the commercial parcel, which is to be developed in one phase of three buildings. Building #1 consist of 8,000 sq. ft. of Industrial space. Building #2 consist of 4,400 sq.ft. of retail space and 3,600 sq. ft. of warehouse space. Building three, located in the rear of the site contains 8,000 sq. ft. of industrial space. The buildings meet the commercial design criteria of the code and will be an attractive addition to the area.
Staff notes that the CPUD meets the technical requirements of the Land Development Code. Because there is no existing upland area the applicant has provided 29.3% open space. Additionally, the applicant has provided 10,000 square feet of pavers at the project's entrance and received a 50% credit towards perviousness of the site. The large existing lake has been reconfigured to maximize the use of the site with permit from SFWMD.
