Summary Explanation/Background Information on Agenda Request:
This solicitation was advertised in the Palm Beach Post on March 15, 2020. Simultaneously released on-line by DemandStar who notified 391 potential proposers and issued 13 RFP packages to planholders. The Stuart Procurement & Contracting Services Office issued one (1) RFP packages to individuals and firms who had expressed interest in proposing on this project. One (1) proposal was received by the closing time and date of 2:30 pm, Friday June 5, 2020.
On Wednesday June 10, 2020, City staff reviewed the proposal and determined that it was in the City’s best interest to award Guardian Community Resource Management, Inc. of Dade City, Florida. The firm was ranked based on the following criterion: Key staff with individual experience, certifications & program knowledge, Team experience with CDBG programs & local needs & conditions, Approach with understanding of requirements, leveraging & work plan, References with current project contacts & letters of reference, Management with organization, on-site capability & capacity to perform, and fee
