The Group IV seat will need to be filled due to Commissioner Glass Leighton running for the property appraiser office. The commission can either appoint or hold an election to fill the vacancy. Determining how the seat will be filled and announcing that early will help with either process chosen by the commission.

Appointment - staff announces and takes applicants who are then vetted like any elected candidate would be (residency, etc.). Candidates are then presented to the commission for an appointment choice.

Election - Staff announces the vacancy and those wishing to run qualify and the election runs with the three seats that are up for election this year. There would be a vacant seat on the commission for approximately 2 months. The Group IV seat would run again in 2021.
