During the January 13 commission meeting staff was directed to bring back a job title/description and a plan for an advocate as it relates to the water quality of the river. Attached is a description that can easily be adjusted to any of the below options.

• Hire an FTE (full time employee) - The pay range for the position would fall between $67,829 and $108,514. To fund this FTE I would recommend using the balance of the "river fund" through September 30 and then budget the new position funding in the budgeting process. I can not tell you if a tax increase will be required until the revenues are determined in the budgeting process, but it is likely. 
• Hire a temporary employee - Temporary staff are those positions that are known to last for 6 months or less. The pay range would be the same as above, but the "river fund" would cover the total cost of the temporary employment.
• Hire a contracted consultant - The commission can direct staff to go out for an RFP or direct hire a consultant that has the specialized skill set.

1. After the last meeting Alex Gillen (resume attached) reached out to me about the position. Mr. Gillen is willing to take on a 12 month contract at $5,000 a month.
2. There are some attorneys or lobbyist that have been preliminarily discussed at staff level that could be hired hourly for meeting representation and possibly even at flat rate. I don't believe you will get everything listed in the job description with this option, but the meeting advocacy would be covered.

Funding recommendation would be up to the extent of the "river fund" balance. (after legal costs are deducted).

• Decrease Mr. Hogarth's other responsibilities and make his primary if not his entire focus on the river advocacy.
