The Downtown Wayfinding Signage Program was adopted on February 25, 2019. The program was proposed to be completed in two phases. Phase I was implemented in the Old Downtown District. The second phase will include extension of the boundary for Phase I and implementation of Phase II along S Colorado Avenue.
Phase I was limited to Old Downtown District so there are spaces available on the existing wayfinding signs to extend the program boundary to include an expanded downtown area. In addition, staff is proposing 4 new wayfinding signs along the S Colorado Corridor to help support and identify businesses in the new Arts & Entertainment District. Wayfinding signs will promote walkability in the Arts & Entertainment District and increase business visibility. The second phase will be implemented in the same way as the first phase.
Fiscal Impact
The CRA allocated $5,000 in FY 2020 CRA Budget for Phase II of the program.
Phase I included 4 wayfinding signs and it costs $4,998. We received 26 applications for Phase I. All the applicants received the sign location of their choice. The applicant paid $50 for an application fee and an annual fee of $100 for participation in the program. The year-to-date return on investment is $3,900. The applicant will pay an annual fee of $100 for their continued participation.
Community Redevelopment Board
On January 7, 2020, the Community Redevelopment Board voted 4-0 to recommend approval to extend boundary for Phase I and implement Phase II of the Wayfinding Signage Program. The board discussed contracting the program to a non-profit organization (e.g. Main Street) to administer and manage the program in the future. The board requested to bring forward the cost/benefit analysis after both phases are implemented to determine the best option.
