Staff is seeking approval to submit a Florida Department of Transportation (FDOT) Transportation Alternatives Program (TAP) application to the Martin Metropolitan Planning Organization (MPO) for Riverside Park Neighborhood Improvements encompassing the construction of concrete sidewalks, on-street parking, high-visibility decorative crosswalks, bike racks and landscaping. The project is supported by the Community Redevelopment Plan. The project was presented and supported by the neighborhood.
The Martin Metropolitan Planning Organization (MPO) estimates that this year's TAP funding will be approximately $375,563. If awarded, the funding will not be available until FY 2023/2024.
In the Capital Improvement Program (CIP), staff allocated CRA funding in the amount of $100,000 for FY 2020, FY 2021 and FY 2022 for the design and construction of the Riverside Neighborhood Improvements Project. Since the TAP grant will not be available until FY 2023/2024, staff if proposing city-initiated demonstration project as shown on the location map to commence within two years. The estimated cost of design and construction for the demonstration project (Phase I) is $165,359.
The estimated cost of design and construction for the remaining project (Phase II) is $766,872. If awarded, the design for the remaining project will commence in FY 2022. The cost does not include pedestrian lighting. The estimated cost for pedestrian lighting is $400,000. Depending on the budget, it may be incorporated in Phase II or constructed as Phase III.
