Summary Explanation/Background Information on Agenda Request:

Article X of the City Charter outlines the process of a charter advisory board to be held every ten years. Attached are the by-laws for your approval as it relates to the Charter Advisory Board. The Florida League of Cities recommends an 11 person board for a 5 board commission. I am recommending that each commissioner selects two board members and delegates the eleventh position to the city manager.Your board member selection must be submitted to the City Clerk within 30 days of approving the by-laws.

The Charter Advisory Board has 180 days to submit a report for the commission on charter change recommendations. Any change recommendations that the commission approves will be placed on the 2020 voter ballot if a referendum is required for that change.

Staff will create clean up items for the advisory board to consider and any changes that the commission would like evaluated by the advisory board should also be submitted to the city manager for discussion during the advisory board meetings.
