Summary Explanation/Background Information on Agenda Request:

The City Commission unanimously voted to implement a policy of no waste on all City property.  In addition, the Commission voted to ban the sale of straws and stirrers within the City limits.  The attached Ordinance creates a new article IX in Chapter 20 of the City of Stuart Code of Ordinances.  Division A provides regulations for the distribution and regulation of expanded polystyrene products on city owned property.  Division B regulates the distribution of single use plastic straws within the City Limits.  By creating a new article IX, the section in the code creates an environmental protection section within the code.   Based upon the direction of the City Commission at the workshop, the new section of the code provides the commission with the ability to locate other regulations pertaining to single use products, recycling and pollution within an identifiable area in the code for anyone trying to find the regulations.  The ordinance can be expanded to address "plastic bags" or other single use products.
