Title of Item:

CRA PLAN UPDATE AND AMENDMENTS TO ADD NEW PROGRAMS AND PROJECTS. (RC):

RESOLUTION No. 07-2019 CRA; A RESOLUTION OF THE BOARD OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF STUART, FLORIDA APPROVING AMENDMENTS TO THE CITY’S COMMUNITY REDEVELOPMENT PLAN TO UPDATE AND ADD NEW PROGRAMS AND PROJECTS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

Summary Explanation/Background Information on Agenda Request:

This resolution is to amend the 2016 CRA Plan to update and incorporate new programs and projects to reflect the changing market conditions, community needs  and current priorities.  The amended plan includes capital projects to be listed in the CIP project list.

The amended plan provides specific programs and projects that target small geographic areas or neighborhoods.  These projects are smaller, scalable, and do-able projects that can be accomplished in shorter time frames or in phases.  A collection of projects, implemented over a shorter time frame or in phases often prove to be eventually more "transformational" than a single mega-project.

The proposed Plan amendment provides programs and projects description and identifies funding sources, budget and timeline for each program and project. Some projects are underway and new ones are scheduled to commence over the next 5-10 years.  Existing programs have been reviewed for continuing relevance and new programs and projects have been added to address the conditions of slum or blight and provide economic development opportunity in the CRA.

The proposed edits are identified with underline for new language and strikethrough for deletions.  This 2019 Plan Amendment is necessary to address the following items:

  • Remove outdated language;
  • Update to reflect changes in State law for impact fees;
  • Update to reflect  the existing conditions and needs;
  • Add new programs and projects.

The Plan will be amended periodically to add new programs and projects as they are identified and increment revenue will be used to update the capital work program and the Plan.

The CRA Plan was presented to MainStreet and Downtown Business Association and they have provided a letter of support for the proposed update to the CRA Plan (see attached).

Community Redevelopment Board

The CRA Plan amendment was presented to the CRB on July 2, 2019.  The Board approved the CRA Plan amendments with the following comments:  Reorganize the programs and projects for a better flow; update LPA members list; add grants as funding source for all the projects; add section on housing needs; add assistance to small businesses; language to reflect recent amendment to sate law requirements for impact fees; and provide cost/benefit analysis for projects in the future.  The board comments have been addressed.

The CRB voted 6-0 (with one member absent) to bond Phase I and Phase II of the 10th Street Community Park project.
