OPPOSING PLANS BY THE U.S. BUREAU OF OCEAN ENERGY MANAGEMENT TO OPEN THE ATLANTIC OUTER CONTINENTIAL SHELF TO THE EXPLORATION OF OIL AND GAS PRODUCTION (RC):
RESOLUTION No. 52-2019; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, OPPOSING PLANS BY THE U.S. BUREAU OF OCEAN ENERGY MANAGEMENT TO OPEN THE MID AND SOUTH ATLANTIC OCEAN TO OFFSHORE OIL DRILLING AND ASSOCIATED EXPLORATION ACTIVITIES; AND PROVIDING FOR AN EFFECTIVE DATE.
Summary Explanation/Background Information on Agenda Request:
The U.S. Bureau of Ocean Energy Management (BOEM) was tasked by Congress to provide a Programmatic Environmental Impact Statement (PEIS) evaluating potential significant environmental effects of multiple geological and geophysical (G&G) activities on the Atlantic Outer Continental Shelf (OCS), pursuant to the National Environmental Policy Act (NEPA). BOEM issued this PEIS in 2014 to describe potential future environmental impacts of G&G activities relating to oil and gas exploration and extraction within federal waters in the Mid and South Atlantic Ocean. This analysis followed a proposed action by BOEM to support oil and gas exploration and development in the Atlantic OCS. Since this announcement, many environmental organizations have launched opposition efforts, citing limited science and historical, catastrophic (and fatal) industrial accidents like the 2010 BP "Deepwater Horizon" oil spill in the Gulf of Mexico.
This Resolution was drafted by staff at the request of City Commissioner Mike Meier.
