Title of Item:
PUBLIC SAFETY BUILDING HVAC REPLACEMENT (RC):
RESOLUTION No. 50-2019; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA AUTHORIZING THE PROCUREMENT OF SEVEN (7) ROOF TOP HEATING AND AIR CONDITIONING PACKAGE UNITS AND UPGRADES TO EXISTING CONTROLS AT THE PUBLIC SAFETY BUILDING WITH THERMAL CONCEPTS, INC. IN THE AMOUNT OF $306,728.01 IN ACCORDANCE WITH CITY CONTRACT ITB NO.2018-107 HVAC REPLACEMENT SERVICES DATED MAY 14, 2018 AND A WRITTEN QUOTE DATED APRIL 5, 2019, PROVIDING AN EFFECTIVE DATE, AND FOR OTHER PURPOSES.
Summary Explanation/Background Information on Agenda Request:
The City Manager had plans to replace the HVAC System with a Chilled Water HVAC System at the Public Safety Building in FY2020 by reserving $400,000.00 in FY 2019 and appropriating an additional $400,000.00 in FY 2020.
Staff met with FPL to determine if their energy saving incentive programs may assist in lowering the capital cost of a chilled water system. After several meetings it was determined the programs offered by FPL would not offer a substantial reduction in capital outlay.
On April 8, 2019 the City received a preliminary proposal for the chilled water system in the amount of $1,191,400.00.
Staff reviewed both the written quote for replacement of seven (7) roof top units dated April 5, 2019 and the chilled water system proposal dated April 8, 2019 and find it more cost effective to replace the roof top units at this time.
Since $400,000 is already appropriated in the 2019 Budget as a "sinking fund" for the 2020 purchase of a Chiller Plant, the Manager is seeking authorization to instead utilize these funds to purchase the replacement HVAC units.
