Background
Currently, the City of Stuart Land Development Code requires large-scale commercial development that is 20,000 sq. ft. or more of total gross floor area of the building to provide bicycle amenities on the development site. The code doesn’t provide specific guidelines for bicycle rack design and location which could lead to poor bicycle rack choices and failure due to wrong placement. Compared to best practices, national standards as well as the trends in rate of bicycling as a mode of commute, staff found the existing regulations inefficient in responding to the growing need for bicycle facilities.
Recently, as part of the parking study recommendations, the City Commission approved first year action which included installation of bicycle racks at key demand locations in the downtown area to encourage alternative modes of transportation.
On November 26, 2018, the City Commission approved the custom bicycle rack design and locations for the racks in public places. The City’s unique customized bike rack design with laser cut logo and pop-up light green colored racks will create consistency to convey a theme throughout the city and branding to promote pedestrian-friendly community and encourage alternate means of transportation.

-
Provide location standards for bicycle parking.
