The City has owned and leased the above referenced proproperty to 7-Eleven (Southland Corp) from 1985-2017. In 2017, the tenant had an option to extend the lease and analyzed the site. It then decided to terminate the lease. In June, 2017, the Commission voted to direct the tenant to return the property to its original condition pursuant to the terms of the lease. The other option was to leave the structure and gas tanks in the ground.
The property was then listed for lease and the current tenant approached the City to buy the property. In August of 2017, the commission voted to list the property for lease for one year and then revisit the issue of a fee simple sale if it was unable to obtain a satisfactory land lease. Upon hearing the position of the City Commission, Integrated Cleaning Systems International, Inc. (ICSI Car Wash) then made an offer to enter into a 20 year land lease with the City.
Upon adoption of Resolution 64-2018 in February, 2018, the City Commission authorized the acting City Manager to execute a land lease which had been negotiated by former City Manager Dave Ross. Since then, the tenant has been current on all obligations. However, it is having a very difficult time obtaining financing to build the “Car Wash” approved for the site because it can not provide the real estate as security.
ICSI has again approached the City requesting to purchase the property. In light of the facilities discussions, the City could benefit from the cash generated from a sale which would in turn reduce any future debt obligation significantly.
There also remains the issue of the digital sign on the location which generates a revenue stream for the City, It can not be “carved” into its own parcel because it would then violate City Code.
