The intent of this application is to assign a CPUD zoning designation and a Commercial land use designation to property recently annexed into the city in order to construct a 154,000 S.F. Costco Wholesale building and a standalone fueling facility and future phases for restaurant and retail.
The CPUD and corresponding development conditions will allow for the construction of a 154,300 sq. ft. Costco wholesale building with fueling station and future phases of retail and restaurant. The restaurant and retail phases II & III will require major amendment to the CPUD. Traffic improvements to Kanner Highway include the addition of a signalized entry with full turning movement, including a left-turn lane for southbound traffic and a right-turn lane for northbound traffic. A controlled directional access median break (left-turn in, right-turn in, and right-turn out only) shall be provided at the northern portion of the site. A right-turn in and right-turn out with no median break is proposed for the southern portion of the site. An eight (8) foot wide sidewalk shall be constructed within the Kanner Highway right-of-way along the western property boundary to connect the existing adjacent sidewalks to the north and south of the property entrance. Pedestrian routes shall connect to the sidewalk within the right-of-way to provide access to the buildings. Sidewalks internal to the development shall have a minimum width of 6 feet.
The site size of the project is 29.3 acres according to the applicant’s survey. The applicant is proposing 225,000 Sq. Ft. of commercial building footprint when all phases are built. No specific residential units are included with this application. Phase II & III retail and restaurant or up to 30 DUA residential will need commission approval via a major amendment to this CPUD.
1,068 parking spaces are provided with the parking for the Costco Wholesale building being sufficiently parked at 1 parking space for every 250 square feet of building.
The total site area is 1,275,979 square feet with an impervious area is 1,014,672 square feet, or 80%, which includes building footprints, parking areas, drive aisles and sidewalks. Due to the rezoning of the property as a RPUD, the minimum pervious area may be set by the governing ordinance. Staff notes that the applicant is providing storm water improvements including relocating and redesigning the existing Department of Transportation stormwater basin that will address any stormwater impacts due to the development, and recommends that the CPUD be permitted to have an 80% impervious area.
The applicant has not provided a lighting plan, as the specifics required for the placement of lighting design may need to change based on civil engineering decisions made after the planning approval. The applicant shall provide a photometric plan prior to building permit approval (Final Site Plan approval) and the approval of the photometric plan shall be in adherence to standard code. Lighting shall include shields to direct the light away from the neighboring Lychee Tree Nursery.
