Summary Explanation/Background Information on Agenda Request:

(Second Reading) No changes have been made to the Frazier Creek Townhomes since the project was unanimously approved by the City Commission at first reading on December 10, 2018.

The applicants, Gary and Karol Hufnagel, are requesting a rezoning from Urban Waterfront to residential planned unit development (RPUD) combining three developed parcels to allow for the construction of two multi-family buildings with four townhomes each. The site is currently fully improved, consisting of a 4 unit apartment building, a three (3) unit apartment building and a single family residence. Mr. Hufnagel and his wife have owned the 4 unit apartment building located at 513 SW Ocean for 25 years. The two 2 story wood framed stucco cladded building is still habitable, however, it is termite ridden, despite the owners tenting the property numerous times. The single family home located at 517 SW Ocean Blvd. (the middle one) has been in the family for 12 years and could be saved if someone has an empty lot to move it to and is willing to pay to have the building moved. The third property, located at 521 SW Ocean was most recently purchased by the Hufnagels and has been vacant for most of the last 25 years. It was converted to 3 apartments at some point in its history. It is the largest of the three structures and moving this house is not practicable. Gary has applied for demolition permits for all three properties and has written a letter addressed to Stuart Heritage Foundation with building descriptions and requesting interest for the relocation of the buildings. To date, Mr. Hufnagel nor staff have received any inquiry from the community interested in relocating the buildings. See Letter addressed to the Stuart Heritage Foundation dated 4.28.18.

If granted, the rezoning would allow for the construction of two multifamily buildings with four units each with side setbacks of 7.7 feet and 7.5 feet which is less than the required 10 foot side setbacks in the Urban Waterfront zoning district. The design meets all other applicable Urban Waterfront (UW) design requirements.

The proposed townhomes consist of just over 2,000 square feet of living area with a two car garage. They are designed in the Florida vernacular architectural style with covered porches and balconies fronting S.W. Ocean Blvd. overlooking Shepard Park. The townhomes are accessed using the platted alleyway at the rear of the site with a single one way entrance from Atlanta Ave. A 23 inch diameter Oak tree will be saved on the alley way with trash pickup located in a single dempster enclosure just south of the entrance. A 4 foot wide sidewalk with on street paver parking exist at the front of the proposed buildings along S.W. Ocean Ave. In lieu of a wider sidewalk, the applicant is proposing a generous palate of pervious landscaping including coconut palms, a silhouette Bougainvillea trellis, Christmas Palms, a Cocoplum hedge and Floratam sod.  A six foot tall opaque fence or wall with landscaping will separate the new development from the existing commercial building to the east that is along U.S.1.  The Stormwater management system will consist of a combination of dry retention areas and exfiltration trenches to provide water quality treatment storage and design storm attenuation volumes per City of Stuart's and South Florida Water Management's criteria referenced in the City's Land Development Regulations.
