Title of Item:

MEMORANDUM OF UNDERSTANDING WITH ARTS COUNCIL (RC):

RESOLUTION No. 1-2019 CRA;  A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF STUART, FLORIDA AUTHORIZING THE CHAIR PERSON TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF STUART AND THE ARTS COUNCIL OF MARTIN COUNTY PERTAINING TO THE REVIEW OF PUBLIC ART PROJECTS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

Summary Explanation/Background Information on Agenda Request:

The Community Redevelopment Board requested to re-evaluate/clarify the existing criteria for public art in the Land Development Code or have a qualified art professional review the proposed art work and share their expertise. Staff contacted Nancy Turrell at the Arts Council of Martin County to provide assistance with clarifying the criteria.  Ms. Turrell's recommendation is to keep the existing criteria as it will help to evaluate wide range of artwork and the Arts Council could assist with reviewing the public art projects.

Attached is the Memorandum of Understanding (MOU) with the Arts Council to provide professional services for reviewing public art projects related to development, painted mural, sculpture and any other art related projects.  The terms and conditions are set forth in the MOU.

By Memorandum of Understanding, the Arts Council will serve as a local arts agency for the City of Stuart, tasked to support and assist the City in reviewing public art projects and provide their artistic expertise in evaluating art projects.
